C COALITION/ALLIANCE BUILDING SUBSIDIARIES AND SUPPLIERS PROGRAM The manufacturers of tobacco products who are members of the Tobacco Institute each have subsidiaries, divisions or operating companies, and suppliers of goods and services, who could be activated during mobilizations against anti-tobacco challenges on federal, state and local levels. Personnel at the locations of these facilities can be a most vital ally in our legislative efforts. It is recognized that, due to the relationship between the member companies and their subsidiaries and supplier, there will sometimes be limitations.as to the extent of involvement by them. In one instance, for example, participation by subsidiary and supplier executives may be requested; in another state on another issue, it may be more effective to involve all salaried managers. This is the outline of the subsidiaries/suppliers program: GQAL To increase overall legislative support by involving key subsidiary/supplier personnel in the industry's response to anti-tobacco challenges. OBJECTIVES/ACTION REQUESTED BY MEMBER COMPANIES Objective A: To identify member company subsidiaries, divisions and operating companies and major firms supplying goods and'services to the tobacco manufacturers. Action 1: Member companies are asked to review the attached lists of subsidiaries and suppliers and provide: 0 all plant, store and division locations by street address, city, state and zip cod~e o Congressional and state legislative districts in~which the f acilities are located o public affairs contacts at each facility o your ownicompany representative to be - liaison with each facility

C Objective B: To establish contact and develop relationship with key subsidiary/supplier personnel. Action 1: TI develops program for "high level-to-high~level'r . meeting of senior off icer of tobacco manufacturer, Chairman or President of TI, and CEO of each sub- sidiary and supplier Action 2: Schedule and hold meetings with subsidiary/ supplier officials Action 3: Each subsidiary/supplier is requested to appoint key representative(s) to meet with action level member company and TI representatives after senior level meeting. Public affairs officials, purchas- ing agents, legislative counsel and TI field staff should be included Action~4i: TI develops regular communications with subsid- iary/supplier contacts to keep them informed of tobacco industry issues and positions (TTO~mailing list, Activist newsletter, etc.) Objective C: To integrate subsidiaries and suppliers into the.mobil- ization process. Action 1: Member companies approve the proposed guidelines for activating subsidiary and'supplier personnel Action 2: Establish procedures with each supplier for in- volvement volvement in national, state and local mobilizations
