C TOBACCO ACTION NETWORK GUIDELINES FORSELECTING AND UTILIZING KEY ACTIVIST LEVEL OF TAN MEMBERSHIP I. SELECTION: A Key Activist:must be a person who is known to the Area Director to: 1. Maintain a keen interest in supporting industry legislative activity on issues. 2. Occupy a key position within the industry in his state -- a prominent wholesaler or retailer who is influential with other members within his segment of the industry; a TI member company employee of sufficiently highirank to be influential with other members of his company's field sales staff; or, a key employee of a member company subsidiary or supplier who fulfills the criteria. Be of sufficient stature, experience and maturity to have, or be given, authority to act in an independent fashion, in emergency situations, upon'request. II. ACTIVATION: 1. Only in suddeniandlunexpected situations where time will not permit normal ActioniRequest procedures to be followed. 2. Only upon direct request of the state lobbyist or, in local situations, the Area Director after consultation with and approval of the Regional Vice President. 3. Only on the following issues: cigarette taxation,, smoking restriction, self-extinguishing cigarettes and sampling, legislation. 4. Only for the following activities: a. b. ce d. Direct contacts with elected officials Attend hearings of public bodies Present testimony after adequate preparation Participate iniphone bank and~other activities to assist overall mobilization after securing clearance required by his own company.
