T C v TOBACCO ACTION NETWORK TAN MEMBERSHIP LEVELS I. Key Congressional Constituent Contacts These will be constituents of members of Congress who are alread'y known in a favorable way by the member of Congress, are probably already active politically and are willing to use their influence onibehalf of tobacco industry issues upon request. TI Area Directors have been instructed to identify or develop key congressional constituent contacts withithe ultimate goal of having at least one in each congressional district. This process is continuing and records of the key contacts are being accumulated. Such persons will be activated only by direct communication from the President of The Tobacco Institute. Development of this cadre of serious political activists will require or imply: 1. Regular briefings and detailed communications oniFederal issues. 2. Participation in TI PAC contributions to be. made to the member, of Congress. II. Key Activists This category consists of a small group of person~s in each state who are situated in important positions in the industry, have demonstrated a superior level of interest and motivation and already possess, or can be given, authority by their company to respond, on request, to emergency situations without the normal Action Request procedure. The Key Activists would be activated only in the following situations: 1. Suddenly arising emergency where immediate action is required. 2. Onlreqiuest of the lobbyist or, in the case of local situations, the Area Director. 3. On taxation, smoking restriction, self-extinguishing or cigarette sampling issues only.

T C C As part of these urgent mobilizations, Key Activists would,be asked to: 1. Make personal contacts with elected officials. 2. Attend hearings of state or local legislative and administrative bodies. 3. with~proper preparation, present testimony. 4. Assist in mobilizing other grass roots activity (phone banks, etc.) member after securing any additional clearance required by the company. Designation of Key Activists by the Area Directors will be made once the guidelines for selecting and utilizing Key Activists are approved. III. General Activists The level of general Activists consists of all those interested .and motivated personnel in each state whom the Area Director designates as Activists. Generally these people will be known personally by,the Area Director and~will be known to be dependable when called upon for various support activities. It is expected that, depending upon the size of the state, the number of general Activists will range from 100 in small states to 500 - 600 in the largest states. A continuing goal is to develop~one or more general Activists in each state senate and assembly election district. General Activists will be be activated by currently approved Action Request procedures. A listing of Activists fromiyour company who have been so designated is attached. We propose to include, at the outset, every member company sales employee under the general Activist designation. IV. TAN Members TAN members are those who have indicated some level of interest by signing a TANt enrollment card. This segment will provide the broadbase from which the Activist segment canibe refined. TAN members will be mobilized through normal Action Request procedures whenirequired.
