LORLLLARD PROPOSAL ttiTITH RESPECT TO L01'G-RANGE AND SPECIr'C FOR CTR 'tESE1?CH ACTIVTTIES We recognize that considerable emphasis has been directed toward "targeting" CTZ-funZed'research during the past two years -- and that in 1971 particularly, significant move- ment toward targeted activities has been accomplished. Notwithstanding that progress, it is Lorillard's view that substantial long-range and specific planning of research activities by CTR is necessary in order to further improve the targeting of such activities, and thereby foster attempts to achieve specific, realizable goals. It is the desire of the tobacco~industry to seek the closing of the "gaps in knowledge" which exist in chronic diseases that are involved in the smoking the fields of and~ health controversy. In our view, the determination of research priori- ties among the identifiable gaps in knowledge, and the planning of research goals, are essential. Specifically, we suggest that: 1. The research staff, the Scientific Advisory Board and the Scientific Director of CTR be requested to promptly

\ - 2 direct their attention towar&the identification of those gaps area; in knowledge which exist in the areas of cancer, nonneoplastic f~S 7c ~/YJ© E pulmonary diseases and cardiovascular diseases; ~ 2. From among those subjects so identified, priorities for CTR-funded researc4be established for each such disease 3. Specific research goals in~each disease area be established, onithe basis of three to five-year programs; and 4.
