Gardner, Hockett, and Sommers for the purpose of discussing certain proposals made with respect to the future of CTR by Brown & Williamson. Substantially, although with considerable simplication and abridgement, Brown & Williamson considers that: 1) The historic declared commitment of CTR to "the study of disease entity," that is, to investigation of the etiology.of disease as its primary area of concern, be altered so that CTR become what might be called mission oriented to the investigation of the relationship of tobacco smoke to certain human diseases, as will be somewhat elaborated hereinafter. . 2) That the role of the Scientific Advisory Board as (in substance) a granting body be modified; explanation of the role we would hope SAB might play in the future will be the subject of later comment. The Scientific Director of CTR with his permanent supporting staff will assume the duty andresponsibility of formulating a statenent of the broad objectives of CTR and over time formulating its immediate areas of research.

In carrying out this duty and responsibility it is suggested that the Scientific Director (reference to the Scientific Director will be understood to include his Staff) will review the existing state of knowledge with respect to relation of tobacco smoke to various diseases and define in~broad terms those areas in respect of which;there are gaps in such knowledge. i The Scientific Director will formulate a program of research aimed at filling those gaps to the extent possible, with orders of priority. c) Formulate and define specific research projects deemed necessary tA Carroi na nut the aims of subhead 'u) auoVr. In all of the preceding subheads, it would be expected that the Scientific Director will avail himself fully of the advice and counsel of the Scientific Advisory Board, with the clear understanding that the responsibility for ultimate decision rests with the Scientific Director., e) The Scientific Director will have the responsibility of finding researchers to carry out the desired projects and to expedite performance. The Scientific Director would have the responsibility of coordinating to the extent possible the work of CTR with that of other agencies engaged in research in respect of the relation of tobacco smoke to human diseases, e.g., Channing Laboratories, University of Kentuck,v Tobacco and Health Research Institute.

-• 3. , -5) In a note titled "Draft Suggestions for CTR Role," furnished to Henry Ramm prior to his visit to Brown & Williamson referred to above, we suggested somewhat simplistically that the CTR program "might be framed within three basic objectives: a) To define biologically the effects of smoke on the human system. b) To define the motivational mechanisms of smoking using laboratory animal models, as well as human populations. c) To conceptualize and explore other hypotheses relative to the smoking and health question by epidemiological and other appropriate studies." ' Dr. Gardner in the course of the visit indicated he thought the principal areas of research to be undertaken by CTR might be- a) The effect of whole smoke in relation to lung cancer, respiratory and cardiovascular diseases. b) Those etiology studies needed to assist in the development of further research for (a). c) Improved epidemiological studies. d) Psychopharmacology. It appears to us that our statement of possible objectives and the i statement of Dr. Gardner are in no way inconsistent and may well offer a basis for the determination of acceptable objectives. In summary, we would: 1) Abandon CTR's historic commitment to investigation of the etiology of disease. 2) Establish the Scientific Director and his Staff within a mission oriented structure as activists in formulating the overall! objectives and program development, the specific projects in implementation of that program, in finding researchers to carry out all desired work, and in expediting performance. 4_ a =--7- C 40M= C" ~ ~ ~ 0 0~ soft=
