Spears February 16, 1977 Toconfirm our discussion of February 15 pertaining to my conversation with Doctor Gardner, of CTR, the following is offered for the record: - Doctor Gardner explainedthat during the last three or four years they have been testing cigarette smoke condensate fractions for activity in the Ames microbiological screen for mutagenic activity and the tissue culture assay for possible tumorigenic activity,, and by using subcutaneous injections in mice they have assayed for promoting activity. These fractions were originally produced by someone at the USDA for CTR under what is called the "Stedman Procedure," and most of the assay work has been carried out at Microbiological Associates. I agree with the analysis at OakRi$ge capability. I, personally, believe this is.meaningful work and if weare to insist that CTR db,meanimgful things, then they should be allowedito continue.
