At Jack Relly's suggestion and with John Bankhead's timely input, I have drafted for your review a report on the Dade County Initiative. Here follows a summary of'the current activities of Mr. Charles Freefield and'Dr. Charles Tate (the President and Vice-President of the Dade County chapter of GASP')l as well as a preliminary formulation of our initial action plan to combat the proposed initiative. W In addition to monitoring the actions of GASP and proceeding Q'a with the preliminary action plan as outlined above, each of ~ the County Commissioners is presently being canvassed to ~ determine if their attitudes have changed~or are changing ~ relative to pursuing the matter via the special election or entertaining t_he issue via the legislative process. Although the recent history on the issue augurs for a special election,, the cost of a special election might pursuade the Commi:ssiorters * Initial estimations on a budget to oppose the initiative in a special election campaign are targ,eted at $300,000. Said'campaign would'incliude telephone banks, direct mail and radio targeted at 662,500.1registered voters in Dade County.

SUMMARY (continued) to opt for the legislative alternative. In our view, the worse case scenario would be the legislative alternative.
