CCIGARETTE TAXES wereincreasedl in 16,S'tateis during,t e year 19'71 and a breakdown shows that 5 States added a g¢' per'pack tax; 4 States addled 4¢ per pack; and others added 3¢' and 20'. N'ew York City added 3¢ and 4¢' per package, based on tar andinico_ tine content, and the City of Chicago put a tax of S0per pack for the first time in Illinois history. Penn~sylvania~ he;s~ a tax of' ]i8~~;, Vermont ~ 12'¢~; Connecticut 21¢'; Massachusetts 16¢; and New Jersey 14¢.. TEE:TAX in New Ytork State was not unexpected. With all of the bargaining between the Legislators, changes, additions or eliminations in the original package presented by the G'overnor, it v¢als only om the morning of January 4 that we could be certain that the tax was 3¢ and not a greater amount.. Af'ter discussioni with some of our members of' the Board of Directors, I sent telegrams to the leaders of the Senate and Assembly opposing this increase. It was impossible to obtain any intervi'ews with the Speaker of' the Assembly, Mr. Duryea or Senator Brydgesl„ the President of the Senate«, I did haveinteraiews with the Counsel of these legislators and with the fiscal expert of the Ways' and Means Committee of the Assembly and the Finance Committee of the Senate. I learned that a hi'ghertazonicigairettes was advocated by some of the legislators and that a tax oni©igars and tobacco was also put forth as alternatives in the f'inal determination of the tax package. We very emphatically rejected any such proposal and' statedlthe disastrous effects to the State and the people of our industry, Tiny Weintraub of New York sent a letter tolevery Legislator In further~ opposition ~ to t~he~ tax. ~ The complete package of taxes was passed by a coalition of Democrats and Republicanaand from listening to the debates and with talks with begislators I believe there will be no. increasein any tazes, in anysupplementaryhegis]Lation for the next sessioni« -
