Harold Cohen,, Cincinnati, OhioCharlis Cohn Philadel hia Pa P Assembly Bill 8'565presentl'y before the Assembly Health Committee proposes to'prohibit smoking in public places.- It.'is so broad in scope as to' be virtually the eq.uivalent of a "Volstead Act,° Representing thousands of small shopkeepers in New York State who sell tobacco products, we urge you to oppose'this bill. In our opinion, it is un- enforcible. Tbbacco smoking is normal for"millions of the citizens of New York State who like the overwhelming majority of people abhor infringement on their individual rights., Legislation is no substitute for common courtesy and'consideration which we recommend all smokers should observe. However, if you attempt to force' people to change their habits, it will boomerang and'create contempt for the legislative process. • fz. H'. Demuth;; Lanatister, Pa.
