C March, 22', 1978' M E M O R A N D U M TO: RAO FROM: RIC SCANLAN' RE : A 8565-B,andi S 6117-B in New York The following, memorandum went out to New York State associations on the above New York legislation: "Assembly Bill 8565-B, sponsored by Assemblyman Gtannis, and Senate Bill 6'117-8, sponsored by Sena~tor Johnsoni, propose to prohibit smoking inipubilic places, except in designated smoking areas. The bills define "'public places" as "'any enclosed indoor area usediby the general public, or serving as a place of work, ex- cluding factories ..., and!including, but not limited to,, restaurants, retail stores, public means of transportation, all schools, colleges and universities, auditoriums, theatres, libraries, arenas and meeting rooms, ..." Legislation is no substitute for common courtesy and considera- tion, which we recommend~all smokers should observe. As repre- senttatives of the tobacco industry, naturally, we are opposed to every measure that would restrict the public's right to enjoy tobacco products. But if we are to not subject our people at work or p1ay, our stores and industry, our govern- ment installations, to onerous regulations, '`harassment, and divide and~ segregate the citizens of New York onithe basis of smoking, opposition to these bills must come from the groups most affected. We ask you to consider these costs to th,e people: of New York State and communicate your opposition to the members of the!Legislature in Albany."
