What about Smoker's Civil Rights
Leg. are faced'wi'th wasting time and debating
an issue contributory to inflation. Separating
smokers and non-smokers no protection. Should
be Zeft to indi'vidual or management. BiZZ'
should be defeated. Law unenforceabZe.
Not feaszbte:wi'th banking floor setup or
department Zayout's.
Have 15 min. coffee breaks in the a.m. and in
the p.m, totalling, 30 mtin., Cannot afford
additional smoking breaks.,
Based'on 25%'of staff smoking.
There must be more iznportant matters for our
ZegisZators to do. Enforcement of' venti'1.'.Z'ation
areas and public places would cure the!problem,
although it might affect the energy probZem,,
but we cannot cure them all.
The combinati<on of coffee breaks, hygienic.
- breaks and smoking, breaks might Zeave too
little time for work breaks., ©

64 Difficult to express our outrage over proposed bill.
Perhaps,, tell the Legislature our intent to move
ou t o f New 1'ork i f thi's becomes law.
66 Ex-Smoker but not a missionary - Some of these Zaws
under consideration are the most ridiculous thing,
imaginable. They are unenforceable, unworkabZe
but give various poZiticians 'an opportunity to
claim they are doing something.
68' N'ot practical. Those employees would have to be
replaced by:non-smoking employees.
70 There are 4 smokers out of'a total number of 5
employees. The non-smoker loses out.
76 This kind of'ZegisZation is inane.
80 Such a new Zaw~ wouZd be very difficult for us to
administer. Nb seri'ous problem at present.
88 A'ssuming all : 300 get (2) 20 minute breaks per day,.
89 Prospect of such a bill is thoroughZy disgusting,,
an impingent on the ri:ghts of, many people. See
attached note. -
102 The personnel &Zogisti:cs problems which woutd ensue
following passage of'such a bill are mind'boggZing..
One more way, to:drive business management nuts - and
out of the city and state of' New Fork.

I find' the prospect of such a bill thoroughly disgusting,
andan impingement of the rights of' me,,ny people. And I
would go out of my way to f54Eftt it--and possibly not
adhere to it. The idea that . mankind might extend longevity
by not smelling smoke.is totally idiotic in view. of our
consumption of. red meat, sugaur, alcohol and a great many
other things in our way of life--not to mention auto fLames,,
auto accidents, etc. I findd the philosophical base of this
bill unacceptable and illogical--and highly objectionable.
The dehumanizing; way of life advocated by many of our,
ffearful legislators concerned with vote-getting is especially
despicable. We should be more concerned with i.:mproving, the
quality of our 4 score years and ten, rather than extending
the quantity of' a mediocre life whose emphasis 3s on the
superficial. When~ the day ccimes--atnd it wzll,, when a rat
is fed 110 heads of lettuce per day and develops cancer,&
the government will advocate putting a"scare sign" on
lettuce for fear of "danger to one "s health", azndd we thenstart to pass~ bills about not putting;
lettuce ma plate,
the ludicrous behavior of legislators will have come full turn.
