BACKGROUND: Assembly Bill 2746-B (Senate Bill 1968-B) ) would prohibit smoking in public places and at public meetings, except in designated smoking area's. '''Public' places''", as deflned' in the bill„ includes restau- ran~ts,, retail stores,, public meansof' transportation, all schools, colleges and universities, hospital!s, auditoriums,, theaters, libraries, museums, arenas, meeting rooms, places of work, and elevators. Any person who violates the pro- visions of this bill shall be guilty of alviolation punish- able by a fine of not more than $2'5 for the first violation andnot. more than $10Gfor eachsuccessiv'eviola'tion., ACTION REQUESTED: We would'like to request that company employees locatedlin New York State write their As'semblymenn in care of the State Capitol, Albany, New York 12248. I1 am enclosing, the members of the Assembly by name„ district, and' home mailing addresse&to' assist your employees i:nn determining their respective Assemblymen (',Exhibit A)'. I am also enclosing a copy of the bill (Exhibit B)'. Your employees should note their opposition to Assembly Bill 27'46-B and make the following arguments a part of their letters: . * Assembly Bill 2746-B would adversely affect the economy o,f' N'ew York State and' New York City. .. * The matter of smoking is a freedom of choice issue. * There is' already too much government regulation and government interference, and this is a further example of government intrusion into the private se'ctor, Assembly Bill 2746-B is totally unenforce- able. _ O W. ~. I am also attaching a document entitled'"bTHER QUOTES TO USE"' (',Exhibit C), which~ also can be used in drafting individual letters to Assemblymen. Finally, I' amattaching a listing of' the Assemblymen and their office telephone numbers so that in addition~ to the letter writing, the Assemblymen can be contacted by phone (Exhibit D).
