are c~ontemplating, arestrictivepub1Lcsmoking ordinance for
New York.
I hope you would reconsider this proposal in today's climate

Those j',urisd:~ctions which have passed similar bans have, in
many instances, found therrr to be unenforceable an3 very costly,
not only in terms of dbllars, spent on implementation but aiso:in
terms of lost busi.ness andi increased friction between the public
and their government officials.
Nearly $130 billion a year is added to inflation solely as
a: result of'the additional costs to society of governmental over-
regulation. If there isd demand enough in the private sector for
seg,regation ot smokers and non-smokers the businessman, not the
bureaucrat is far better able to satisfy the need's: of his or her
customers. Government is neither wanted nor nEeded in resolving
