I am pleased to be joining the Republican Presidential
Task Force to help maintain Republicanicontrol of the
U:S. Senate. All of' us who support the goals of our
Reagan fid2ninistration are indebted to you for agreeing
to serve as Chairmanlof the Task Force.
. D'ear Bob :
If my recall is correct, you have strongly supported
the growthlof the free enterprise systemiand abhorred
the costly and often unnecessary intrusion of the federal
bureaucracy in the operation of the marketplace. Therefore,
.I'm somewhat mystified that as-Chairman of the Commerce
Committee, you are co-sponsoringiS. 1929 with its ad-
ditional cigarette labeling warning requirements. Certainly
99 and 919/10Os percent of the public are aware of the
SurgeonlGeneral's pronouncements, publicity on cigarette-
health issues and smokers are exposed daily to the current
warning statement on cigarette packages and in advertising.
Smokers smoke of'their ownifree choice, not out of
ignorance of the healthiissue. Therefore, what on earth
are the practical reasons for: recommending rotating five
separate warningisttatements.
If this legislation is approved, it will be costly and an
administrative nightmare for the cigarette manufacturers
and their advertising and promotion suppliiers. The only
