D'ear Bob : If my recall is correct, you have strongly supported the growthlof the free enterprise systemiand abhorred the costly and often unnecessary intrusion of the federal bureaucracy in the operation of the marketplace. Certainly 99 and 919/10Os percent of the public are aware of the SurgeonlGeneral's pronouncements, publicity on cigarette- health issues and smokers are exposed daily to the current warning statement on cigarette packages and in advertising. Smokers smoke of'their ownifree choice, not out of ignorance of the healthiissue. Therefore, what on earth are the practical reasons for: recommending rotating five separate warningisttatements.
