I have supported legislation.in the past to: require warning label requirements on cigarette packages and in cigarette ad- vertising. At this time, Ii am reviewing both the Federal Trade Commission (FTC): report on smoking and advertising and S. 19291.. D am troubled.by the report's conclusion that even if consumers are aware that smoking' is hazardous, the evidence indicates that many do'not.have enough information about the health risks of smoking. Thus, I am inclined to: support S. 1929. As you know', the Consumer Subcommittee of the Commerce Committee will hold.authorization hearings on the Federal Trade Commission this month. One issue o:f impo'rtance to your industry is whether the present morator9:um on the use of "'u'nfairness" by the FTC as a basis ffor rules affecting advertising, wilL b.e continued. I strong.ly supported this provision inthe FTC.Im rovements Act of 1980 and will listen to testimony of inem,.ers' o your in u'stry in support of the continued moratorioum with great ind!erest.
