DC 20006 202 -} 5 7--18 3 U March 25, 1982 TO : EXECUT IV'E COMMITTEEI RE: Hearing, - S. 192'9' and H.R. 4957 HORACE R. h©R\ECAY Chairman This is to advise you that since the hearing oniS. 1929 before Senator Hatch's committee on Tuesday, M'arch 16, the Federal Relations staff at The Institute has been very busily engagedn in working directly with members of'the Waxman subcommittee and indirectly through our allies with selective members of the subcommittee. - For your information, you should know that the Outdoor Advertising Association and, particularly, Vern Clark and' Eric Rubin of the Wasaington staff have andd continue to go all out in cooperating,with us. The Magazine Publishers Association here in Washington is continuing its efforts in opposition to the bill by contacting members of the subcommittee. Separate meetings were held here at The Ins!titute yesterday with both the Outdoor people and the Magazine people. It was apparent from both of these meetings that their interest continues unabated. The 4A"s,, the AAF and the ANA are maintaining their interest. And now an observationiabout the American Newspaper Publishers Association. If they have done anything anywhere in combating this bad piece of legislation, it has not come to my attention. As you are aware, at least two meetings have been held with the ANPA local representative, Terry McGuire,, and at present, ~ effort is underway to set up a meeting with Jerry Friedheim W who is the top executive for the ANPA. The time for the ~ meeting,has been delayed by Mr. Friedheim who stated that w their chief legislative interest in the Congress at the „p present time is to combat a bill which would authorize the 411 AT&T' to run local advertisingi on TV throughla computerized ~ system. Their concern obviously is that such electronic programming would seriously compete with newspaper advertising. All of this indicates to me that we will get little or no
