Moynihan, Weicker,: Kennedy and Denton. .2'. Why did you introduce S. 1929? This legislation is directed at one of our nation's premier public healthiproblems -- the smoki'ing of cigarettes. The harmful'. effects of smoking have beeh.firmlly established', and yet recent studies iind'i,cate a large percentage of our population do,not have.enough information about the healthirisks of smoking. The legislation is designed to inform our ci'tizens about the specific health risks of smoking. I have.no intentioniof legislating health, or telling peopl'e how to live their lives. If a person chooses to smoke, this is his or her business. But that choice s.houlid be an iriformed choice, that decilsions should be made with an awareness of the consequences. Therefore, this legislation is a major new effort to educate citizens abouit the heallth effects of smoking. What d'oes this: legi;slation do? A. Requires the Administration, that is the Department of Health and Human Services, to continue all the acti'vities of the Office of Smoking and Health; ~ B. Requires rotatiing multiple warning, labels specifying health problems related to smokiing,.Be used on cigarette packages and advertisements; and ~ Mandates tobacco. companies to diivul!ge to H.H',.S. and the F.T.C. the nature and amount of chemical additives used in the manufacture of cigarettes. 4i.: How much will this billl cost.the taxpayer? Gery little. At present, the Office of Smok:i'ng,andlHealth is funded at $2 mi',llion dollars..
