SENiATOF?' HATCH= I't's a pleasure for me to welcome
you here' t.oday to these full committee hearings devoted' to
the C'omprehensivE Smok.fng P!rev$ntion, and' Education Act,
S. 1!19'29 1.
.As Chairman of the Labor and' Hum;an Resources
Commi'ttee, I have had .thre' opportunity to l,earn, a, great deal
about the health needs of our citi'z-ens.
Over the past de~c~ade, there have b~een~~ num~ero:us~
federal initiatives intended tomeet these needs, all of
which have.warthy motjves,, with, a pri_ce, tag which has proven
to be more costly than the taxpayers can afford.

191 In this regard', I've c.on'sulted' with scientists
20 and' healthprofess3iona1s within! th~e! public and' private21 sector f'or _their recommendatjans.
I am impressed with their

61 My concern here .is, Mr. Chairman, that what you
T have' is a bi1.1 that is purpo:.itEd' to, be informational in

11 contrary ta thL philosophy of,this .Administ.ratjlon and to the
.12 mandate .o:f' 1'9!.8Q' - this would, saddle a legitimate and
13 honorabT.e and long-standing industry .in this country with, zn

15
dieeply .f.e.ar that this bill woulld be used' as a frontal
16 assau lt on an' honorable tn'd'ustry by the government and al'so
1i7 that it would serve as _th:e basis f.ory very serious assault by
18 the courts upon av_ery honorablle. industry.
19 And T''d Like .t,.:o put thils thing ini.perspective.
2D There is nothing,wrong - jn faot, I' support -- and those
