A preliminary evaluation of this program has demonstrated positive cognitive
gains and attitudinal changes in the ch3:ldren as well as spin-off effects in the
families. There is a crucial need for additional funds to enable the Primary
Grades HealthiCurriculum Health Project and other innovative curriculaiin programs
to~ reachlall of our nation,"s children. If the amoun~tauth:oriaed in the bill ismad'e available, it
will be possible to take advantage of'the valuable demonstrations
initiatediby HEW and others.
The American Lung Association strongly supports definitive studies of the
health risks of cigarette additives. Not only is little known about the healith
risks of additives, we doinot even know which additives are being used.
An enormous task faces anti-smoking proponents. So far,, the resources made
available by the Federal government to aid these forces have been extremely small
in comparision with those of the tobacco industry. For this reason we believe
the provisions of Title IV are long overdue and we hope this legislation will

I am delivering this statement on the smoking deterrence provisions~of S. 3115:
; for the American Lung Association as almember of that organization's Medical Section,
the American Thoracic Society. I was the Medical Director of the American Lung
Association for several years until I left in 1977. During that time, I was
the nation"s health.
intimately involved with the American Lung,Associatio.n"s smoking and health programs.
As &physician,I have a stronginterest fin,anti-smokingactivitybecause I am
convinced that the smoking habit'is one of the most severe roadblocks to improving

is smoking and health problems. Chronic obstructivelungeonditionsarenow the

these costs are be considerably higher. This is one of the reasons that the
American Lung Association supports an expanded Federal program as outlined in
