Following up on our conversation of January 22nd, 1964, I should like
to suggest for your approval the following work to be done by Bio-
Re search; Consultants:

1) Studies of Polonium210 content of smoke from various cigarettes:
We shall lease the necessary gas flow counter and ancillary equipment,
and you will reimburse us for the rental of the instrumentation plus
20% overhead for administering the rental contract, etc., the total
cost not to exceed $500 per month. We shall standardize our analyt-

Radford and Hunt and~ shall thus proceed~ to measure the concentration
Lorillard Company will pay us a fee for this study at the rate of $2, 500
per month, not including the above rental fees and not including any
special type of supplies and equipment which may be needed. Depend-
ing upon the results obtained during the first two months of this study
you may cancel further work on this project at any time by written
notice fourteen days in advance of such cancellation. This project is
to be started February 1, 1964.
2) We shall carry out a study in ATP primed frog esophageal cilia on
fresh and, old (more than 180 days) Lark cigarettes which you will pro-
vide. We estimate that this will take approximately two weeks, and
you will pay us on the basis of our previous charge for frog cilia studies
($1, 250 per month) prorated on the basis of time actually spent. This
project will begin as soon as frogs will be available, probably in March.

3) Beginning February first we shall further perfect the clam-cilia method
of the moving dye boundary or modifications thereof, and investigate the
effects of formic, acetic and propionic acids upon clam-cilia as well as
effects of other water-soluble components of cigarette smoke. This we
shall do in close cooperation with~ you and keeping you informed of progress
as often as possible so that you may guide the direction and decide on the
duration of this study. You will pay us a fee of $1, 500 per month for this
clam-cilia work with a minimum guarantee of' two months, or $3, 000, and
thereafter subject to your cancellation in writing fourteen days prior to
cessation of work.
4) We shall terminate during the last week of January the current cocar-
cinogen skin painting study (C-140) and submit to you a written report on
our results. We shall immediately order mice of the same strain and
comparable age, randomize them by weight in groups of 200 animals and
acclimate them for beginning of an experiment on subfractions of' the neu-
tral tar fraction and on tobacco extracts to begin on or about March 1 st.
You will provide the materials to be painted onto these mice. You will ~
pay us a fee of $5, 600 per month for this study beginning March 1 st and
$2, 500 for the month of February (acclimatization and random grouping
included). You will also reimburse us for the purchase price of the ani- ~
rnals. This study will last at least 28 weeks (7 months) and thereafter
will be terminated whenever you decide to do so and' give us written in-
struction to this effect one month prior to the termination of the study.
As always, we shall make every effort to conduct this work to conform
to the highest standards, but we cannot guarantee the results or be re-
sponsible for events beyond our control, such as epidemics, etc.
I hope that this outline reflects correctly our discussions and that you will
authorize us to proceed with this work and also to kill the animals now
under cocarcinogen painting study. 4
