On Friday, February 16, I talked with Hal Leigh, Special Assistant to the Director, and worked out an_ agreement regardi.ng future meetings under Z'L-92-463. I aisa asked-about the status of the Ad Hoc Committee on Smoi:ing_ and Health and the Tobacco Working Group. He told me-they_ were r~ecezitly -chartered under the new~ - law and- copies of the- charters- we re filed with the anornn-; ~i e~ ^,_,,,;-&-4- ^ ^ 3 I ~ ;s~ss ar.d- wit~i tt~e Office -` ~ . of Mana-gem`nt and Budget. 2. On Tuesday,-February 20, the first work day-after the Was-hington's Birthday weekend, I tried-to get copies of these charters from staff of tbe- Rogers subco~vni.ttee but learned that they did -not keep them. In turn, QMB- referred me to H0a downtown, which in turn referred me - to the -comr.ittee management officer at N_HI who-said she would have to get copies irom-NC1. Meantime, T orimy Austern was on the phone for th i s- material in- order to compZete lc:gal researching. 3. On February 21, the Fednral Register listed a meeting the next day of the -President's Cancer Panel. It advised that one of the topics to be taken up would be the Cancer Control-ProgYam. Since this meeting was part=open and part closed, I called the_NCI-contacts listed directly because of the very short advance notice and received he5 pful information from both- of them -(Fx-ank ICarel -and Dr. ,Tames Peters) - and both were cordial. 4. On February 22,-the charters for_the Ad Hoc Com.mittee and the TWG were received and sent out to General-Counsels and Research Directors the next day, at you request-.-.
