It was -almost essentially the same language as the resolution approved by the NCAB at its Nove~,~r 27, 1973 mzeting. Addi.tions -are showri -in brackets and -deletions are indicated by crossing out. Dr. Shubik led a-very short discussion-of the resolution pointing-out that neither the FI'C nor the Consumer Product Safety CatTussion nor aay - other gbvernTren tagency for that matter,. aould set mandatory tar and. -nieotine levels and that therefore legislation was necessary. Therefore the Board agreed that Dr. Rauscher and the hlational Cancer Institute could play no role in the resolution and it was decided that the Board itself, under cover letter signed by Jonathan Hhoads, would send_the resolution to Senator Kennedy and Representative Rogers. Mary Lasker proposed that it also be sent to Senator moss- which was accepted. There was no discussion of-timing and no discussion of publicity or- press conference as had been previously urged on Rauscher.
