The Presictant's letter to Dr. Rhoads is included. A NCAB Subcommit-tee met -on November 1 te prepare a working draft reply to the President to be later considered by the_NCAB at their November 18-20 meeting. Mi-nutes of this November 1 meeting and the draft document of recommendations are also-included.
