On October 18: 1974, the President requested the
National Cancer Advisory Board to "° ... provide me
with an assessment of_th` extent to-which there
exists a-scientific basis for responsible regu?a-
tion of cigarettes." -
The National Cancer Advisory Board has re:ponded-
and has made several recommendations, including
certain steps to regulate the content of cigarettes.
It is important that the Administration should be
fully informed on- this matter and that we have the
benefit of all points of view. I would, therefore,
appreciate receiving the views of the Tobacco
Institute on the attached National Cancer Advisory
Board report.
I will look forward to receiving your comments and
suggestions on this report within the next four to
six weeks.
