New Yorkers already pay more taxes than residents of most states. And NewYork's treasury is overflowing with surplus money.Yet they want to double the state's cigarette tax to massive expand a health care programm already financed by taxpayers. When cigarette taxes are doubled, cigarette revenues will decline. What's left? An expanding taxpayer-financed program funded by a declining revenue source.
