Objective Of Program (Reference Specific Departmental Objectives Where Appropriate):
To develop types of tobacco for cultivation in the future, and to do this in a manner
which will give B&W a proprietary advantage. Specifically, it is intended to use
genetic engineering techniques to develop new tobacco varieties which include male
sterile high nicotine FC and burley as well as tobacco which will give us unique
flavors and lead to competitive advantage.
Alternatives:
Work through University with no proprietary material.
Consequences If Project Is Not Funded:
No proprietary advantage.

Objective Of Program (Reference Specific Departmental Objectives Where Appropriate):
Dr. Chaplin provides assistance and guidance for us in the following areas:
Genetic engineering of tobacco - what is feasible, what our program direction should
be, evaluation of performance by DNAP, evaluation of tobaccos in field trials.
General tobacco agronomy - representation for us at various industry committees,
e.g., pesticides, varieties, regulators, etc., and excellent contacts with
North Carolina State and the USDA. This saves time for our Agronomy and Leaf
Blending staff.
Alternatives:
None identified. This is a special case of unique expertise being available to us.
IConsequences If Project Is Not Funded:
Less than optimum biotechnology program.

- Improvement in smoke quality of lower quality leaf.
- Improvement in smoke quality of by-products.
- New snuff products.
- Current pipe tobaccos.
Alternatives:
Apply more in-house resources or new-hire for expertise.
IConsequences If Project Is Not Funded:
Development work will proceed more slowly.

[Objective Of Program (Reference Specific Departmental Objectives Where Appropriate):
With the increasingly competitive nature of the tobacco industry and the limited
resources available to B&W for R&D, it becomes even more important for B&W to apply
its resources to the best potential projects for future development. To assist this
process, we may need to: i) assess competitive actions, and/or 2) develop estimates of
future technology trends in the tobacco industry and overlay these with B&W R&D programs.
Alternatives:
i. Don't do.
2. Attempt to do internally.
Consequences If Project Is Not Funded:
B&W's R&D may not be most effective in its application of resources for future
developments.
