Shows organization of Nordic Smokers' Rights groups by Philip Morris and Burson Marstellar.
States, "The clubs must be encouraged to...select more members to be trained and acts as spokesmen... Continued co-ordination between the clubs to be arranged by 3-4 meetings yearly. Action [to be undertaken by]: PM and B-M. It is, however, vital to the clubs' integrety [sic] that they stay politically independent of the tobacco industry."

1. Conclusion and Comnents

In general the congress fulfilled its objectives by creating
and providing:
* Acquantancies between personalities frocn,the Nordic Smokers'
Rights Clubs. The delegates had ample chance to meet each
other and exchange viewpoints and comcnon problems.
* Information on specific smokers' problem in the Nordic area.
in spite of differences between the countries, agreements
were made on:
- more efforts on selection and training of spokesmen
- increased lobbying by the clubs' members
- increased use of Newsflow information towards the media
- increased pressure to obtain status as a recognised
platform for Smokers' Rights
* Integrated initiatives on preventing further smoking bans by:
- Using the whole media spectrum for features, interviews,
letters to the editor, etc., to counter proposals for bans.
- Providing the media with information on ETS, Healthy
buildings, juvenile smoking.
- Making use of initiatives taken by other Nordic Clubs.
The Seminar and the standpoints of the Smokers' Rights Clubs
got
* outstanding media attention in the printed media in Denmark.
99.9 % of all articles referred to the Seminar in a balanced
way. The Norwegian, Swedish and Finnish press mentioned the
seminar. Television in Finland and Sweden had reports and
interviews. National Irish Radio had interview with Hen-Ry
spokesman. (See attached clippings)

Recommendations:
Further material to reach the Smokers Rights' Clubs to provide
increased background for activities
Action: B-M offices, Consulta.s, Eminence
The clubs must be encouraged to select and appoint more
members to be trained and act as spokesmen.
Action: B-M and Clubs' chaimen
The individual Clubs must be involved in the relevant
activities at an early stage in order to find spokesmen.
Action: PM and B-M offices in the Nordic area
Continued co-ordination between the clubs to be arranged
by 3-4 meetings yearly.
Action: PM and B-M
It is, however, vital to the clubs' integrety that they stay
politically independent of the tobacco industry.

2. Case History and Results

The objectives of the Seminar were:
* To create increased co-operation between the Nordic Smokers'
Rights Clubs (SRC)
* To demonstrate a coctmon platform for smokers' rights
* To develop a comunon strategy for SRC activities
The Seminar was hosted by the Danish Smokers' Rights Club
Hen-Ry and financed by Hen-Ry's sponsors. The Seminar took
place at Hotel Marina, Vedbxk, 20 }m north of Copenhagen.
The strategic plan for the Seminar was made in cooperation
with Philip Morris, (Stockholm and Lausanne offices), Hen-Ry,
Burson-Marsteller, London, and Burson-Marsteller Copenhagen.
All correspondance to the SRCs, guests, journalist etc. was
carried out in Hen-Ry's name.
Agenda:
The Seminar was organized over two days:
Day 1, August 29, 1989:
A closed session, with 21 delegates frocn the Nordic Smokers'
Rights Clubs giving presentations and discussions on the
different conditions for smokers in the four countries.
Experiences in media handling, possible actions and
initiatives on a European scale were discussed.

Formal papers on the principles of courteous smoki.ng,
restrictions of smokers' rights in the Nordic countries, the
effects of smoking bans and bans on tobacco advertising, facts
and fiction on ETS, and the objectives of the SRCs.
After presentation af papers a press conference was held.

Information Material:
Information kits were issued to all delegates, guests and
media representatives.
The kits contained:
- abstracts from the manuscripts of Tage Voss, Helmut Gaisch,
Christian Christensen, and Jan-Erik Svendsson
- table showing tobacco consumption 1970-1987. Frocn the Philip
Morris report "Tobacco Smoking and Advertising Bans in the
Nordic Region, Nov. 1988".
- information on the smokers clubs
- statutes of Hen-RIr
- a list of bullet points: "Hen-Ry Says"
- a copy of the "Hen-Ry & Me" magazine
- Hen-Ry entry form
- CV's and photos of the chairmen of the Nordic clubs
- press photograph of the delegates
- press release (released after the end of the congress)
For the delegates only, the kit also contained
- suggested answers for questions on the club's sponsors
- the paper "A free or a smokefree Norway" by the Norwegian
SRC Roykringen
Media Activity:

The printed media coverage was initiated by the invitation for
the press conference, which Ritzau News Bureau used for a news
release. 16 mentionings on the Seminar appeared during the period
21-28 August in the nation-wide and local daily papers with a
total circulation of 1,030 mill.
The prepared press release was put out simultanuously in Denmark,
Sweden and Great Britain (UNS) by Burson-Marsteller on August
30.
An interview with Karsten Kesselring appeared in the local
Copenhagen TV-show "Morgen Flinneren" on the morning of the
seminars' first day.
At the seminar, separate interviews with Mr Bengt Oste of
Smokepeace, Mr Karsten Kesselring and Mr Tage Voss of Hen-Ry
were made by the Finnish Independent TV (Sunday Report
September 3.), the Norwegian Radio Broadcasting Conpany, and
Ritzau's News Bureau (several newspaper articles).
After the Seminar, several Danish nation-wide and local news-
papers (total circ. 435.000) have referred to the event. The
wording of the articles was a mixture of the official Hen-Ry
press release and Ritzau's Bureau's observations at the press
conference.
Four Norwegian newspapers (total circ. 351,000) mentioned the
Seminar. Three of these several days before the arrangement
took place.
Untill now one Swedish newspaper (circ. 384,000) has refered
to the Seminar.
One Finnish weekly magazine (circ. 275.000) has referred to
the seminar in a very positive attidude: "We've had enough of
Terrorism".
