Abstract
Roy Marden of PM Corporate Affairs explains in an email about how PM could partner with property rights groups to fight smoking restrictions. Outlines 4 types of potential coalition partners PM could approach using the argument that smoking is a property right: property rights groups, public interest legal foundations, public policy groups and business organizations, like chambers of commerce. States desire to "change the climate for debate" in the company's interest.

The core of the argument is that the rights of property owners are potentially being usurped (I've
always wanted to find a
use for that word), based on the "takings" clause in the Constitution,
In the short term, i.e., NY, there are 4 types of potential coalition partners
Property rights groups, e.g., Defenders of Property Rights
Public interest legal foundations, e.g., Washington Legal Foundation
Public policy groups which have a specialization in private property rights, e.g., Frontiers of
Freedom
Business organizations, e.g Chambers, manufacturers associations.
All these types of groups would have at least an intellectual if not a practical interest in the
fight; how or if they would
participate will depend on their current agendas, etc. But suffice it to say there are groups w/in
each category we can
approach.
In the long term, i.e., beyond NY, I can see this as being the basis for some type of model
legislation &/or a concerted
effort by concerned parties to change the climate of debate for not only our interest but other
business interests who could
be potentially affected.
In any event, just some top of line thoughts. While we'll need some background info/talking
pts/leave behinds, etc., we
stand ready to engage these folks.
