Page four of the document (Bates No. 2062341453) is relevant to the current race for Senator in the state of Minnesota, where the mayor of the city of St. Paul, Norm Coleman, is running against Walter Mondale (who was chosen on short notice to replace the late democratic incumbent Sen. Paul Wellstone who died in a plane crash just prior to the election). PM states,

1993 ELECTIONS RESULTS
FLASH REPORT AND ANALYSIS
The following is a regional summary and analysis of yesterday's election results. While
reports are still preliminary in many regions, particularly those out west, what follows hits
on many of the key races and issues we've been tracking.
REGION I(ME, VT, NH, MA, CT, RI)
MAINE
A term limits initiative passed by a two-to-one margin limiting elected officials to four two-
year terms. The measure applies to sitting elected officials, however, all elected officials
will be allowed to run for more than one term.
NEW HAMPSHIRE
Republican Mayor Raymond Wiecczorek (67%) defeated Democratic Alderman Bob
Dennis (33%) in Manchester.
Voters in Nashua approved a move to cap city spending by linking increases to the
Consumer Price Index.
MASSACHUSETTS
Thomas Menino defeated State Rep. James Brett (D) for Mayor of Boston.
CONNECTICUT, RHODE ISLAND VERMONT

REGION II (NY)

Proposition Four passed in New York City limiting terms for mayor and top city officials
such as council members to two four-year terms. A similar measure passed in Suffolk
County.

NEW JERSEY
In a narrow victory, Republican Christy Todd Whitman defeated incumbent Jim Florio (D)
for Governor of the state.
PENNSYLVANIA
Tom Murphy (D) defeated Independent candidate Duane Darkins and Republican candidate
Kathy Matta for Mayor of Pittsburgh.
DELAWARE, MARYLAND, WASHINGTON D C

REGION IV (MI, IN, OH, WV)
MICHIGAN
Former state Supreme Court Judge Dennis Archer defeated prosecutor Sharon McPhail in a
nonpartisan runoff to replace retiring Detroit Mayor, Coleman Young.
OHIO
David Mann replaced Charles Luken as U.S. Representative for District one in Cincinnati.
Charles Luken had replaced Thomas Luken who resigned. Thomas was not an industry
ally.

REGION V (VA, NC, TN, KY)
VIRGINIA
Republican George Allen won a landslide victory over Democrat Mary Sue Terry for
Governor of Virginia, regaining the office for his party after a twelve year absence. Allen's
win sealed a victory for James Gilmore III (R) over Democrat William Dolan III for
Attorney General and helped the Republican party pick up six seats in the House of
Delegates. One of Allen's favorite pastimes is chewing tobacco.
KENTUCKY
Democrat Jerry Abramson's defeat of perennial Republican candidate Tommy Klein for
Mayor of Louisville may mean more in 1995 and 1996 then this year. This leaves
Abramson free to decide whether to run in the Democratic primary for Governor in 1995 or
the U.S. Senate in 1996 against Republican incumbent Mitch McConnell.
In Lexington, Mayor Pam Miller won the nonpartisan race easily.
NORTH CAROLINA
Republican Tom Fetzer won the Raleigh mayor's race by a narrow margin (51-49).
Fetzer's long-time mentor is Senator Jesse Helms.
TENNESSEE

REGION VI (SC, GA, FL, AL, MS)
SOUTH CAROLINA
Voters in four counties gave a resounding no to a proposal that would have added a penny
to local sales taxes. Two counties approved the measure.
GEORGIA
Atlanta City Councilman Bill Campbell fell just short of a majority in a 12-candidate race,
so he'll face Fulton County Commission Chairman Michael Lomax in a ranoff. Campbell
has promised to hold down taxes to discourage people from moving to the suburbs.

MINNESOTA

Voters passed a constitutional amendment which will prohibit the state legislature from
enacting a state income tax without voter approval.
LOUISIANA

REGION X (MT, ND, SD, WY, UT, CO, AZ, NM)
COLORADO
A proposal to ban smoking in all bars and restaurants in Telluride was defeated by a 4-3
margin.
UTAH
In mayoral races, all of the state's 230 cities and towns except Salt Lake City and Ogden
got new leaders.

NORTH DAKOTA, SOUTH DAKOTA, NEW MEXICO WYOMING
MONTANA

REGION XI (CA, WA, OR, NV, ID, AK, HI)
CALIFORNIA
Voters approved Proposition 172 which increases sales tax by 1/2-cent providing $1.5
million a year for police and fire fighters.
WASHINGTON
Initiative 602 which called for a tax rollback in the state was defeated thus the recently
passed cigarette excise tax stands, bringing the total per pack tax to $.54.
Initiative 601 has appeared to pass, but it is still to close to call. The would require voter
approval for any additional tax increases over the next 18 months.
