2 Political Landscape - Driving Force Theme of "protecting children" is used to promote efforts t restrict smoking by adults. These efforts include: Cigarette excise taxes, smoking restrictions and marketing restrictions. Even in the debate over addiction, youth smoking plays a prominent role in the anti's call for FDA oversight. We've been successful in addressing the bulk of anti-smoking activity, but their efforts are increasing. The anti's have established well-funded public programs to focus on the issue of youth and smoking. 9 In the press, the issue of youth and smoking generates front page coverage -- such as this article which ran in USAToday. This article discusses raising excise taxes and banning tobacco advertising in order to protect minors from becoming addicted.

10 ; Anti Smoking and Government Support The anti-smoking movement has the full support of senior fec officials and agencies on the issue of smoking by minors. The release of the 1 994 Surgeon General's report on Youth and Smoking was fully orchestrated with anti-smoking group medi activity, including an AMA press conference calling for a ban or tobacco advertising. This is further evidence of their increased savy in influencing public opinion.
