It may become important to have available methods
for measuring tobacco smoke constituents particularly
nltrosamines in ambient air.
This could be done by engaging a contract laboratory.
But it would be quicker to use one or more laboratories
of ICOSI members.
BAT is prepared to undertake the task on behalf of
ICOSZ and/or to work with one other member. We would,
if we undertook it, commit a substantial sum - say
KSO,000 to an estimated total cost of £I00,000 - on
the understanding that the other ICOSI members would
pay the balance.
Zn a two-member project, both members should share
fully in the method development and would undertake
to make available to all members the outcome of the
work and the details of the methodology so developed.
We do not believe this work can be undertaken
expeditiously or economically enough by all ICOSI
members working together through the MBRG as at
present proposed.
At this stage we do not lay great stress on the need
for surreDti~io~smeasurement or portable equipment,
particularly as the permission of restaurant owners
and the like must be sought in any case.
%'~,en reliable methodology has been developed, we
believe it should be the responsibility of the
national indus~_ry organisations to commission
independent con~ractors to undertake any surveys
if these are required. MBRG should not be asked
to m~ke any contacts with such agencies.
