I MINUTES OF THE M~ETING IN COLOGNE ON 9TH/1OTH JANUARY

These were approved.
I.C.0.S.I. MEETING IN HAMBURG ON 9TH/1OTH MARCH
The Chairman reported:-
l)
that it had been decided not to undertake any
work related to ~.B.R.G.'s report of the multi-
factorial causation of diseases
il)
that M.B.R.G.'s report on "Risk and Nuisance"
had been accepted and transferred for further
action to the S.A.W.P.

that, in response to M.B.R.G.'s report on
'Public Smoking' M.B.R.G. had now been asked
to consider further a common approach to the
development of methodology and to consider
the extent to which duplication of effort
could be avoided and costs saved by allocation
of tasks to I.C.O.S.I. member companies.
.I.C.O.S.I. members had further agreed that
"after such an agreement has been reached
among scientists of the member companies
I.C.O.S.I. Executive Committee will decide
as to whether or not the testing of these
methodologies should be done under I.C.O.S.I.
sponsorship or by individual companies."
III PUBLIC SMOKING
The Group agreed a report (copy attached) in response to
the above directive from I.C.O.S.I. principals.
It was also agreed:-
i)
that members would circulate short progress
reports on work they had decided to undertake
by 1st June and 1st September next
li)
that each company, in circulating the report
to its I.C.O.S.I. principal would attach a
short note estimating the likely costs which
would be incurred in undertaking the work
which the company had agreed to undertake.
Copies of these notes will be circulated for
the information of other member companies.
The Group agreed that research related to particle size
distribution of cigarette smoke in ambient air could be of
considerable interest. It was noted that PM(E) proposed to
carry out such work and the Group decided to consider the
matter further at its next meeting.
IV S.A.W.P. POSITION PAPER ON PUBLIC SMOKING
After discussion it was agreed that it will be desirable
for M.B.R.G. to be given an opportunity formally to consider
this paper from the scientific standpoint prior to it being
released outside I.C.O.S.I. circles.

OXIDES OF NITROGEN
The Group noted a memorandum on this subject tabled by
R.J.R..
VI RISK AND NUISANCE
PM(E) undertook to circulate for the information of M.B.R.G.
members the results of the report of the preliminary Swiss survey
as soon as the work has been completed and evaluated.
VII AROUSAL
It was noted that PM(USA) were not able to make the results
of their study available to I.C.O.S.I..
, VIII SOCIAL CONSEQUENCES OF A RAPID DECLINE IN THE SMOKING HABIT
Gallaher and I.T.L. reported that they had not yet had an
opportunity to progress this matter further through T.A.C. in
the U.K..
IX " SMOKING BEHAVIOUR

B-A.T. reported that it had now been decided that it was
I~kpracticable to implement their proposals to undertake research
on this topic.
X GENERAL
After discussion the Group agreed that it was important
to continue to meet to discuss non-competitive topics of common
interest. Members would continue to think about appropriate
topics for discussion, including the suggestion that one member
might take a lead on a particular topic for discussion at each
meeting of M.B.R.G..
It was agreed that it was important, where appropriate,
for members to keep each other informed in advance of publication
of results of research undertaken by national trade associations.

XI ACKNOWLEDGEMENTS
The Chairman expressed the warm thanks of the Group to
Dr. Meloh and his Company for the arrangements and generous
hospitality for the meeting. He also recorded the thanks of
the Group for the invaluable contribution to the discussion
under item III by the experts from member companies who were
in attendance.

XI! NEXT ~fEET ING
It was agreed to hold a meeting in September in the U.K.
by kind invitation of Carreras. The provisional dates agreed
were Sth/6th or 12th/13th September.
