I received the enclosed lette~ from the International Agency for
Eesea.t'eh on Cancer, inviting me to be on thei= Working Group propa~tng a
monogr=ph on tobacco s~oking and tocLra~˘ pact of a chapte~r entitled
"Use of tobacco worldwide: Methods of manufacture".

My reactions to it are:
(i) it wouid involve quite a lot of time - 9-da7 meeting plus
drafting time plus further ~ime no doubt - which I may find
difficult to fit in,
the chapter selected for me issue which Z know little about,
˘o be present at the meeting would certainly be of interest
$o me in assessing current views on smoking and cancer,
it could be beneficial to the industz7 to have me there~ not
only to report wha~ is going on, but also to make sure a
balanced scientific viewpoint is reached,
(v) although the letter talks abou~ the monograph as usetlal for
preventive pro~ra~s developmen~ and is therefore anti-smoking,
the IARCmonographs do have a good scientific reputation and
scientific a~gumen˘ should therefore have effect.
Taking all the points together, iS the industry do not want me to go,
would decline the invitation. I~ they do want me ˘o go, Z would need
very considerable assistance f~om the industr7 in preparing my chapter,
perhaps by someone trom BAT preps.ring an outline draft. X would also
