If it were decided to extend considerably tesearch in the
heelth fteld, on whatever basis~ one of the difficulties if not the
pzL~e difficulty would be obtaining suitable qualified staff. It is
worth a thought that in certain circumstances financial diversification
could be used to provide incidentally~ready~nade nucleus of a biological

research unit which could be redirected towards our own problems., /
The total expenditure on research in the ~obacco industzv is
zelattvely small. Present difficulties are forcing the industry
towards a more technical basis. While I would expect the industry to
spend "large sums on diversification and on public zelations~ Increased
expendttuze on ~health" research would not appear unreasonable and would
begin to measure up to the problem.
In sugary, any policy changes or developments can only be
considered against the whole background of Company activity but, if it
were decided as a matter of policy to enlarge the research effort on s~oking
end health, I would suggest the followtngl
t) The resources of Harrogate should be planned for considerable
extension Immediately.
it) The T.M.S.Co programme should be ex~ended and the labo~a~ozies
put tnto• position for creative work by giving the directing
staff permanent positions and a suitable budget.
iii) The work of R.& D.E.~ Southampton, should be expanded to
accelerate wozk pazttculazly on phenols, polyphenols and
polycyclics.
iv) On the short tez~ level the study of the influence of stem and
stm extracts on taste and flavouz could be speeded up without
increased expenditure.

v) I£ the B-AoT. policy weze modified to aItow biological
wozM on a Company basis I would zecomend that we use
outside animal testing on low B.P. c~garettes imedtately.
vi) In the event of such a poltc¥ change I would zecommend
that we tackle ciliary inhibition at R.& D.E.~ Southampton.
