SUBJECT: Environmental Tobacco Smoke (ETS) Field Survey in New
York City
The Tobacco Institute's New York City ETS Field Study was conducted
from September 21-29, 1986. The participants included repre-
sentatives from Lorillard, Philip Morris, R.J. Reynolds and ACVA
Atlantic, Inc. The objective of this study was to sample a
designated number of office buildings and restaurants throughout
New York for selected components of ETS (CO, nicotine, respirable
particulates). The historical basis, experimental objectives and
protocols for this study are included in the attachment.
Each industry representative was paired with an ACVA Atlantic
representative. Thus, four (4)-two member teams were fielded
during the study. One (1) PASS-I sampler was utilized per team.
A preliminary meeting was held on the evening of September 21 in
New York so as to familiarize ourselves with each other, the
briefcase sampler and the administrative details. The data goals
during this study were measurements for 40 offices and 100
restaurants. During the sampling (minimum of sixty minutes),
careful observations were recorded which included room dimensions,
ventilation system design, number of smokers, number of occupants
and other information that would be meaningful as the results are
interpreted and rationalized.
OBSERVATIONS
The study was well organized as can be gathered from the attached
protocol. The project director Dr. Guy Oldaker provided excep-
tional support and direction during the study. The ACVA Atlantic
Inc. delegation interacted well with the industry representatives
and provided invaluable expertise with regard to ventilation and
air handling systems.
Due to prior contacts with representatives from the designated
restaurants and offices, we encountered no personnel difficulties
when we arrived to sample. The portable nature of the PASS-I
units provi - - ,-;_th mobility within the sampling locations.

shipped daily by Federal Express to the analytical laboratories
of R.J. Reynolds. The results were telephoned daily directly to
the project director so as to accelerate the computer calculations
for each location.
According to Dr. Oldaker, the preliminary data results for all
