Hockett, Associate Scientific Director W. T. Hoyt, Executive Secretary 1. Mr. Hartnett opened the meeting. He velcomed Mr. Levis Gruber as a nev member of the TIRC representing P. Lorillard Company, and stated that Mr. Gruber had expressed a willingness to accept the post of Txeasurer to the Committee vhich had previously been held by Mr. Halley of P. Lorillard Company. Mr. Gruber was thereupon elected Treasurer by unanimous action of the Cosmittee. 2. The Chairman advised the TIRC that at a meeting of the Executive Cosonittee on June 21st, an additional $200,000 had been authorized for grants to meet the exceptionplly heavy sonetary demands in 1956 and 1957 caused by peak renetirals of research grants in those two years. This action was nnanieously approved by the Cosmittee. ~. Attachment #1 covers in detail Mr. Hartnett's report on these and other mtters.

Atta,hment #2 contains details of his presentation. 5. Dr. Hockett, Associate Scientific Director of T'DFcC, sumnarized the progress and status of grants awarded by the TIR+.' to date. He categorized these to cover each of the fields of interest being pursued. He explained that only three of the grant projects have actually been concluded to date. Any conclusions about grants in process must remain conjectural; however, up to this point results have been reassuring and enlightening. He explained that any interpretations now involve personal judgment and are subject to later developments. - Q • 6. Dr. Little outlined the philosophy, planning and activities of the Scientific Advisory Board. He explained that since his Annual Report was published only three months ago, there was a limited amount of factual information concerning the work of the SAB which he could add at the moment. He pointed out that certain of the work being inaugurated by the Board might appear to stray from the most serious allegations against tobacco, but that the Advisory Board felt it important to cover each phase of tobacco's relationship to health, as set forth in the purposes of the TIRC. In so doing, many questions which might be raised about tobacco use will have been anticipated. He referred particularly to the work which had been completed With TIRC funds by Dr. Pbilip Cooper on the gastrointestinal effects of tobacco which had shown, through a study of .120 patients with duodenal ulcer, that no significant difference could be found between half of the patients who smoked and the half who did not. The very fact that this has been published in THE NEW ENGLAND JOURflAL OF MEDICINE (July 5, 1956) helps to tie down a loose end in the criticisms against tobacco. He explained that a second grant of a similar nature is nearing completion and is expected to confirm the work of Dr. Cooper. He emphasized the importance of the tissue culture work which is being inaugurated by the Board. He explained that this could only have been gotten underway by the manner in which the Advisory Board works and plans through its sub-committees. He also outlined for the TIRC the conscientiousness, sincerity and frugality of the Board - of its efforts to make every dollar available to it do meaningful work. Dr. Little reviewed his trip to Europe. He expressed gratification over the formation of the Tobacco Manufacturers' Stexiding Cosmdttee (THSC) in England. He voiced both his and the Advisory Board's gratitude for the fine manner in which public relations have been conducted by Hill and Knowlton, Inc.

3 ( c He concluded by assuring the TIRC that there is still no proof of a connection between smoking and lung cancer. 7. The Executive Secretary~ ve a review of the grants of the Committee (Attachment #3). He reported that total grants in the amount of $1,407,625.14 had been avarded by the Board since ita inception. Of this amount, $811,812.60 has been formally viproved by the TIRC, leaving $595,812.54 to be acted upon. Upon the request of the Chairman, approvs.ll of the grants vas unanimously voted by the Comm,ittee. 8. The Executive Secretary also presented a cash statement, forecast and recapitulation (Attachment #4). S. The Chairman proposed the budget for 1957 (Attachmeni #5) in the amount of $968,000.
