The legal authority of the FTC to Issue Its ruling apparently will be put to tebt In the courts. In concert, the two actions may put a dent in • tgarette sales for a while, as the surgeon general's report did earlier this year. If, however, the resurgency of ci• garette sales In the laet couple of months Is Indicative of American reaction, neither the FTC move, successful or not, nor the AMA word on smoking will have any lasting impact. An annual medicall conference under the auspices of the American Medical Association was held in San Francisco this week and a major topic Is the A1r1A research study on smokdng. A wealth of eiaterisl for debate is still gathering on the subject of cigarets. Not only the AMA study but federal govern- ment agendes are still looking into cig- arets. For this reason, the attitude of the medical astaciation an the Issue may be viewed as more realistic and, In the long run, more useful tothe publicinterest. The AMA has accepted a;10 million grant from the tobacco industry for re- search into the effects of smoking. The reason: Trustees of the association ex- plained they were convinced that people will go on smoking, a belief fortified by the record of cigarette sales this year, and that the only hope of minimizing the dangers lay In more research. The good sense of this analysis of what really needs to be done Is so apparent as to be obvious. The record of preaching on the subject and the record of thc . . sults of scary re- ports do not encourage conclusions that either or both will lend to even moderate success for the anti-cigarette - smoking forces.
