Other Washington sources, including tival
bureaucracies. queetlqtt the FTC's aulhority to
issue such an edict. They argue-we think
correctl,y-that legislation by Gengnt:s vnntid
be needed to impwse such labeling practices
on the tobacco industry.
Sut quite apart from that consideraliati. it
would appear that the F'tC has acted in an
arbitraty and scientiflcally unJustifiable man-
her. In the first place thene Is not yet, after
all this time, any clinlcal proof of a relatJon-
<hip between cigaret smoking and "cancer
and other diseases.' A great deal ol alsusU-
.al data supports such an interenre, to be
~ ire, and not all of it is likely to be puraly
enincidenlal-although the existence of at leasl
e modicum of dfrectly contradictory data
ahoald give pause to those fincluding many
dnctors who should knrnv betrcri eager to
force new federal restrictions and constrictionn
on the dtizetuy. I
Even more to the issue is the extrava-
gance of the EWe proposal. There Is no evi-
dence, and no significant etalatical implica-
tion, that moderate cigaret smoking is
"dangerous to health." Nor ls there much
practJeal inforntatlon as yet on the efficacy
of various types of filters. Yet the labele pra-
posed by the FTC would not discriminate be-
tween moderate and hrvy smoldng, between
Nlteted end unfiltered clgarels. or among the
several klads of filters.
With no more or less Justifieatlan. the FTC
could demand that the liquor Industty affix
similar health warnings to Its products and
advertisemenls, and that olher Industries such
as oontectioners, meat packers, and dairy
Processots be required to do likewise. Appar-
ently "dsngemus to health" Is ovendoddgence
not otdy in clqarela but also in heverage
altwhol, aweels. anlmal fats. cheese and egg
