H Tlfth036 DAILY NEWS New York, New York June 25, 1964 FrC IMPUDENCE The Federal Trade Commission (Paul R. Dixon. chair. nnan) ordered yesterduy that cigaret package labels by Jan. 1, lNs, and cigaret advertisements by July 1, 1965, ahau tell the public "that cigaret smok- ing is dangerous to health and may cause death from cancer and other diseases." This, though U.S. Surgeon Ceneral Luther L. Terry, himself a foe of cigarets, doesn't think the FPC has the power to issue ouch an order. For our part, we think the FTC increases daily in arrogance and impudence. Yt propuses to force cigaret makers to denounce their own producfs-and on statistical "evi- dence" only. There is no labora- tory proof that cigarets ever gave cancer or any other disease to a single buaaan being. Statistics can be made to "prove" almost anything--or, In ruder, cruder language, 8gures can't lie but liars can figure. Excessive use of cigarets is bad for you, of oourse, as Is excessive use of anyihing eiee that people eut, drink or inhale. But if the F9'C can got away with this aigaret tyraony, It will evenkually be forcing similar oppeessions on pro- ducera and kocessors ef virtually everything Americans consume. The tobacco industry owes It to ite fellow Americans, we believe, to fight this p"1Y; order with every lawful veapon available•--as it is expected to do. And the tobeao-grow- ing states would be wise to join the 8ght, as North Cato- iiina alreaiy plans to do. We believe, toa, that the time Is rotten-ripe for Oon- gress to cut the F'TC bureaucrats down to siee.
