Surgeon General Luther Terry's testimony before the House Com- m e r o@ committee crippled the chance of action. Representing the Adminfstratlon. Terry declined to give approval to any of a dozen of policing measures under considera- tdon. InstEad he eaid that the Admin- f s t r a t lo n"lntenda to develop" proposals of Its own. It will be most eurprlaing if they are developed in time for congressional action. Terry said that neither the Public Health Service, which he heads, nor the Food and Drug Adminlstsa- t1on, which supervises product label- fng, has "any specific recommenda- tions at this time"'And he declined to give the eommittee a preview. Most damaging was the surgeon general's statement that he doubted the P'ederal T r a d e Commisslon's (PTC) authorlty to require that a "health hazard" warning be labeled on dgaret packagea. He agreed with congressmen from the tobacco atates that the FTC would be "overstep- ping" Its authority unless given con- gsesslonsl go-abead. The tobacco lnduatry has served notice that It will challenge the PTC ,ruUng in court and southern con- greasmen announced they will seek legislation blocking the order It neo- essar9. It should be noted that the adver- tlaing order itselt ie set back to mfd- 1986, poaslbly later. It ls unfortunate the Adminlatra- ttbn fe talling to take its legislative stand on this important health mat- ter. There's a political war on pov- erty but a political stalemate on health.
