The committee is holding hearings on the controversy surrounding the issue of smok- ing and health Last week it heard from Surgeon General Luther L Terry and the Fed- eral Trade commission chair- man, Raad Dixon. Raps Terry's Reports Donnahoe directed his crit- tcism at the surgeon general's report, which the FTC consid- ered as a mandate for tts ac- tion. He said the report was based on statistical studies ot seven population groups which were not representative of the total United States population. He said, "One survey tn- volved British doctors. Another included men in California in nine occupations where there was some reason to expect high incidence of lung cancer: another Involved CalUornia members of the American fk- gion; still another was re- stricted to Canadian pension- ers of three wars. and so on. In view• of this, It Is not sur- prising that the committee said that to project the results to any population of men "must Involve an element of unverl• fiable judgment" Donnaboe told the committee that in addition to his news• paper work he bad spent "a good many years in /he prac- tical application of statistical method." He said he has been a lec- turer on statistics at the ilni- versity of Richmond and Is a member of the American Sta- tistical assocfation.
