THF. COUNCIL FOR TOBticCQ RESIiA1RCH-XT.S.A.. INC. August 28, 1974 MEMORANDUM TO: Drs. Feldman, Hocke.tt, Huebner, Nordsiek and Sommers FROM: W. U. '^3rdner N KM068 a062 S1JBTECT: Application 877R2. Herbert B. Herscowitz, Ph.D., Department of Microbiology, Georgetown University, Washington, D.C. "The Role of the D:acrophage in the Immune Response: Effect of Tobacco Products on Macraphage Function." Current level of support is $29,940.00; requested is $38,667.00. During the past year he has had three titles published, I believe abstracts. He has been in a situation where he has had to contend with renovation of laboratories and has had a major parooanel change. His request includes one major equipment item -- a laminar flow hood. in addition he wants 25% of his an: salary and the salary of a senior technician. A large item is animal care for which he has requested a supplement for the past year. He now has a large grant from NIH ($50,863.00) for a similar project. This should be considered in conjunction with the large increase that he is requesting. In addition he wants and has been given a smoking machine when one becomes available. He does have a Koreain microbiological trainee, Ph.D., working with him. He is apparently supported on his NIH grant. His basic proposition seems to i;e whether or not the macrophages have an essential role in the processing on antigens. Feldman and investigators in Melbourne have evidence that it is the particulate size that determines the essential necessity for macrophages. His basic program is the study of the role of the macrophage in the immune response. The timed sequences of these are presented on pages 10-11 of the application. I will be particularly interested in Dr. Feldman's evaluation because of his experience in this area. I hope that he may ar.:ange a pre-SAB meeeing project visit with one of the staff. I still have not seen Dr. FeVman's evaluation, I cannot be certain from his proposal whether ne is doing "busy work" or has a good basic program. The increased support that he is requesting indicates the need for careful consideration. W.U.G. WUG:ek
