27th WorZd Heu.Zth AssembZy With the addition of Republic of Guinea-Bissau W.H.O.
Adjoecrned May 23, 1974 now has 140 active Member States. Namibia was admit-
ted as an Associate Member. (Southern Rhodesia and
South Africa are at present inactive due to political reasons.) The 28th World
Health Assembly is scheduled to open Tuesday, May 6, 1975 in Geneva.
8 Member Nations Designate The following States were elected by this Assembly:
Persons To Executive Board Argentina, France, Guatemala, Jordan, Mauritius,
Sri Lanka, USSR, and Venezuela. The Executive Board,
which is composed of 24 persons, will also include 16 persons designated by the fol-
lowing countries: Afghanistan, China, Colombia, D. Yemen, F.R. of Germany, Hungary,
Indonesia, Iran, Malawi, New Zealand, Niger, Poland, Switzerland, USA, UK, and Zaire.
Next session of the Executive Board will open Monday, January 20, 1975, in Geneva.
E~ e~atzve Worki Budget This amount represents an increase of 5.92% over the
Adopted A t 115,2a0,000 budget adopted for 1974. Unfortunately this is not
sufficient to keep abreast of inflation alone. How-
ever, news of W.H.O.'s Voluntary Fund for Health Promotion is encouraging: $12,224,000
contributed during 1973 as compared to $5,306,000 in 1972 and $6,BS4,000 in 1971, most
of the increase being to the Special Account for Medical Research and particularly
for research in human reproduction.
InternationaZ Cooperation While most basic research in cancer - studies in mo-
In Cancer Research lecular and cellular biology - can best be carried out
in national institutions, W.H.O. can perform a useful
role in aiding cooperation between national laboratories, developing standardized
methods, and guiding future trends. Up to now, cancer has been a less pressing prob-
lem in the economically less developed countries which have given priority to reducing
infant mortality, improving nutrition, and controlling communicable diseases. How-
ever, they must be provided with information, strategies, and methods to face the
increase in cancer that will accompany industrialization. Geographical distribution
of cancer shows considerable differences in the frequency of various cancers between
the developed and developing countries. Primary liver cell carcinoma is typically
a disease of developing countries and generally uncommon in industrialized countries.
Cancer of the colon, so frequent in many developed countries, is uncommon among
peoples of developing countries. Cancer of the same organ may show significant dif-
ferences in different countries. Bladder cancer associated with schistosomiasis is
unlike that associated with industrial exposure to carcinogens. Certain forms of
cancer are also found in very large numbers in some developing countries: cancers
of the esophagus, the mouth, and the uterine cervix.
The MaZartia Menace Of 1,900,000,000 people living in originally malarious .
As 0 12L31173 areas, 1,383,000,000 (73%) now are in eradicated areas
or where programs are in progress. 369,000,000 live
in areas still without systematic antimalaria measures. Australia is the only con-
tinent where malaria appears eradicated; northern North America, majority of the Car-
ibbean Islands, and all but one country of Europe are also free. Africa causes the
greatest concern with Asia next in line.
Coordination With U.N. ' Collaboration exists between W.H.O. and the United
S'nyw+o_mne_nt Pr_ o:~ Nations Environment Program in formulating environ-
mental health criteria and in environmental monitoring.
Cooperation will continue in developing indices for monitoring effects and epidemics,
planning and implementing a concerted program for eradication of endemic diseases,
and standardizing methods for waste disposal, water supply, and sewage treatment.
