I discussed the recent CTR meeting with
Preston Leake. As Chairman of the Industry Technical
Committee, be was present at the grant approval meeting
of CTR. AS a matter of background, Preston indicated that
at the mid-1978 meeting Ed Jacobs appeared to warn the
SAB against approving work in the area Of CNS stimulation.
The SAB reacted vehemently claiming it was a legal problem
and leave the science to them. They also indicated that'
they were not being paid adequately. At the most recent
meeting, Ed Jacobs wasnot present but Ad Yeaman said
that certain grants would be "reviewed" by counsel after
receiving SAB approval. The CNS study grant would certainly
fall in that category. The most recent meeting went
smoothly and Preston felt it was due to the absence of Ed Jacobs and 8reisher. (8reisber's
employment with CTR
has been terminated.) 5 £~
On the subject of the meeting itself, 50 or 60 s
applications have been received. Preston indicated he had
no voice in the Committee's decision but was just present
to supply analytical input and to impart any other iniormation
which may be pertinent to the Industry. First thing,the
SAB gives approval or disapproval of the application. If
the application is approved, the SAB rates the protocol
on -merit and on timeliness. These ratings are then collated ---
and a final decision is made by Gardner, Eockett, and Hoyt; normally based on the funds.
At the recent meeting,the controversial contract
work conducted by the Idicrobiological Associates was
terminated at the end of this contract year (probably
June, 1979), but a grant for their two principal investigations
was approved in the amount of $38,000 by the SAB.
