Sencs advice of couaael is out of bounda, and sisply adds another level.of authority on relevance. I think GTR should be renamed Council for Legally Yer- ffitted Tobacco Research, CLIPT for short. When fay personal counsel sives advice that I cannot follow it is ignored. My advice as SAb Chairnan is that on the Fuxa applica- tion the counsel is in error, and usual considerations should Qovern. Remember when condensate fract.ton research vas proscribed, we lost Dr. Craiebead. My considered opinion is that the time for as to sever connectioas with CTR is near.
