to be charged vith tha responsibility for ttudying
the research programs of the industry vithout re-
tard to membership or participation in the Council.
for ?obacco Rasearch, aad the pro~ects that have
already been funded outside of chat troup, auch as
Harvard, Washin=ton Univer~ity, and UCLA.
The =itidelines sui=ested by one company
vere sent vith my letter of February 22. These
=uidelines vere merely suj=estions and should be
thoroughly discussed at the first meeting of this
body to determine vhether or not those guidelines
are~in.fact appropriate under the circi:zstances
that exist today.
The Cocmittee is to present its recceaen-
dstions to the Chief Tacecutive: of the aix major
cigarette companiee and to interested parties.
2t is hoped that this Comittee can proarptly start
their deliberations, and that they will be able to
jive us a final report sometime this s~er.
