RAM •2- April 29, 1974 It is my understanding that the Comrnittae is to be charged with the responsibility for studying the research programs of the industry without re- gard to m.mbership or participation in the Councill for Tobacco Research, and the projects that have already been funded outside of that Sroup, such as Hirvard, Washington University, and UCLA. The guidelines suggested by one company were sent with ary letter of Fabruary 22. These guidelines were eaarely wggestions and should be thoroughly diecussed at the first s:eetin= of this body to determine whether or not those guidelines are in fact appropriate under the circu:astances that exist today. The Comaittaa is to present its recomaen- dations to the Chief Executives of the six major cigarette companies and to interested parties. It is hoped that this Co=ittee can promptly start their deliberations, and that they will be able to give us a final report sometL-a this summar. Thank you for your cooperation.
