As you know, a special industry group met in New York December 1
to develop suggestions for you for follow-up to the publication
in Archives of the "smokinq-doq" reports. This is a surttary of
the recommendations arising from the meeting. Attending were
myselt. Jim Bowling, Paul Smith, Alex Holtzman, Dave Hardy,
~ Charlie wade, Brooks George, Bill Ruder and Add Yeaman.
1. TI statement: Your subsequent statement to the pre4; on
December 3 met both the general*and specific suggestions of
the group tor immediate action.
2. C~ naressional follow-up: The group advised that you ask the
TI legislative staff to call attention to our statement a:nong
Members of Congress so as to give them an opportunity to make
public comments on the matter at this time.

3. Statistical criticue: The group suggested that you ask
Dr. Kastenbauat to prepare and furnish to you a "statistical
critique" of the published papers, with copies to those who
attended.
4. Scientific criticue: The suqqestion is that the Ad Hoc Legal
Committee obtain copies of Arch_i_v_es_ through a request to auA .
from CTR (for originals, so as to preserve the color illus-
trations) and make them available promptly to various experts
who would be encouraged individually or in groups to express
their independent views of the reported work in communicat-cr.s
to any journals whose publication of such views would add =o
the "literiture" on the smokinq-doq question.

Identification of "basic data": I reported to the group t;a:
my inquiry a month or so ago to Dr. Furst, asking hi. to
specify from his own animal investigation work the specific
types of "underlying" or "basic" experimental data that are
being withheld by the ACS, has not been answered. I was urged
to follow up with Art, and will telephone him about this. The
group also wants a similar listing from Dr. Sommers, and I
will call Len Zahn to try to qet this in motion.
6. Veterans Administration: The suggestion is that you undertake
to acquire the data still being withheld by making an official
request for it to the Veterans Administratiori, as cosponsor of
the experiment, under the Public Information Act. This is
subject, however, to the results of (5) above, and to legal
advice which you may wish to seek as to whether data accumu-
lated by agency qrantees as distinguished from an agency itself
comes within the reach of the Act. In this case the question
is somewhat confused by the fact that one of the grantees
--
Auerbach - is also a government employee.
Summa~ry: Initial responsibilities if you accept these suggestions
lie with Messrs. Kastenbaum, Hardy and myself. One activity which
would have been proposed was already under way:
