The Chairman opened the meeting and expressed regret at the deaths of three of The Council's personal representatives -- Mr. J. B. Rutson, Mr. W. T. Reed Jr. and Dr. Constantine Stephano. 2. Dr. Little advised The Council vith regret of the resignations fr= the Scientific Advisory Board of Dr. Howard B. Andervont and Dr. Paul Kotin. Re explained that Dr. Andervont's re,signation was the result of ill health and had been tendered reluctantly. In the case of Dr. Kotin, who had been oae of the initial members of the Board, the mounting pressures of his aovercroent post made it impossible for him to attend the meetings and devote time that he felt should be given to that vork. 2 __J Replacing these two men on the Board are Clayton G. Loosli, Ph.D., M.D., Hastings Professor of Medicine & Pathology, University of Southern Californi.a School of l+kdicine, and Sheldon C. Somcsers, M.D., Professor of Pathology, College of Physicians & Surgeons, Columbia University. Dr. Little explained that The Council was very fortunate in being able to obtain the services of these two outstanding scientists. o Be also told of having obtained John H. Xreisher, Ph.D. as Associate =nw ~ Scientific Director, vho will directly assist Dr. Hockett.. Be explained ~ o ~ that Dr. Kreishtr is eminently vell fitted for this position, having serve = " as Assistant Director and Research Associate with the 2iew England Institu ° ~ for Medical Research in Ridgefield, Connecticut. . ~. The Chairman presented a resuae of the budgets, cash expenditures and z o~ receipts frm contributors since the inception of The Council. In doing so the Chairman explained that, although the b e vas somevhat higher than the budget for the previous year, the cont.ributiao's rn'~ for 1967 are expected to be on the same basis as the contributions in 196 '" namely, 3/8 of a cent per thousand tax-paid removals. The budget for 1a6~ vu approved as presented. L. Awards made by the Scientific Advisory Board since the last meeting, smounting to $2,171+,582, were approved, bringing total grant awards to date to $10,302,012. ~. The Dcecutive Director reported that early in 1966 it was decided to undertake various special projects in the form of contract research, pilot and exploratory studies, short-tera research projects and other projects -- such as preparation of bibliogrephic reviews and analytical monographs -- vhose character wou.ld render then narrower in scope thaa the broader objectives of the Adrisory Board's grants-in-ald program. These projects are under the jurisdiction of the staff of The Council and require the approval of Drs. Little and fiockett. They are to be budgeted separately fres the grants-in- aid program of the Board. Anq publications resulting tberefrom xill bers an imprimatur distinct Srm that of the Board's program. The Board expressed the view that such a special projects program vas a good idea. It is contemplated that the Board may suggest that the staff consider in the special project category applications not approved by the Board for its- grants-ia-aid program, and that the Board may incorporate in its grants-in- aid program both proposed and in-progress special projects which it feels vill contribute to the Board's fandamental objectives. During the year, the Board has taicen both such actions. The special projects appropriations thus far, over and above The Council budget, and the expenditures for them,.are appended. 6. The Executive Dirtctor explained that, at the last meeting, it was ~•rcported that The Council was named as a defendant in a law suit brought by }Ir, Andrew H. Fine, plaintiff, along with The Tobacco Institute, Inc.; . 2fi11 and ?Cnovlton, Inc. and various tobacco ccxrpanies. Mr. Fine has died and there has been no substitution of a proper party plaintiff to prosecute the action. Also, since the last meeting The Council was named in three additional suits, each of which has been discontinued by the plaintiffs. 7. The Executive Director gave a brief resume of activities relating to the Report of the Scientific Director, various public 'and industry information activities, appearances on platforms by staff inesebers during the rear, and press releases. Be further stated that the literature research department of The Council continues to abstract and excerpt fron more than 3,000 medical and scientific publications for tobacco snd health references. These are then catalogued and indexed as source material as needed. Liaison is maintained with the AHA-ERF Cc=ittee on Tobacco and Health, the Tobacco Research Council in England, the Wissenschattltcbe Forschungsstelle in Germany, asrl other international groups stuQYing tobacco and health. 8. Dr. Little and Dr. Hockett reported on progress in the various main fields of endeavor in the research progs•am, outlining recent results e.nd contenplated objectives in elaboration of the "Report of the Scientific Director 1965-66." s. Ir. Little said finally that be felt the opportunity existed to develop closer and continuing in.'brnal relations with science writers by severrl procedures to be discussed urith and approved by The Council. Such a prog.•= could correct existing false ideas about, and misinterpretations of, The Council and would help to present a more accurate picture of the work of The Council and of the Scientific Advisory Board to the scientific co=unity and the public. It would provide a chance to present gradually, non-controversie:'y and informally data on existing gaps in knowledge and on our efforts to fill the.m.
