Mr. Hartnett opened the aeetir.g and explained that the By-Law revisio:s, as prepared by counsel, had been adopted unAm s-~usly by the menbers of The Council effective Febr:.a.-y 1, 1964. The name of the organization is therefore being changed i=ediately to The Council for Tobacco Research - U.S.A. 2. Mr. Hartnett further explained that at a recent meeting between Yx. Zach Toms, President, and Mr. Y-1lton Harrington, Executive Vice President of Liggett & Myers Tobacco Coxpe.ry, and the Executive Director and hi_self, Liggett & Myers had expressea a desire to become a r.e.:ber of The Council, e.n d that approval of tvelve.ne.bers or three-fourths of The Couacil was necessary in accordance with Article VI of the By-Laws.
